Shannon Noble is an attorney and lobbyist who represents clients on a wide range of civil legal issues and before the Texas Legislature and state agencies. Her career began in Texas state government as a staff attorney for the legendary Bob Bullock, State Comptroller. When he was elected Lt. Governor, Shannon was named Director and General Counsel of the Senate Redistricting Committee.
Her early private sector career focused on providing representation to the under-served, working for legal organizations such as the Texas Advocacy Project and Volunteer Legal Services, and representing charities and other non-profits as their government affairs counsel.
Shannon builds and maintains long term relationships with her clients, with some spanning more than two decades. Her practice areas are diverse and include estate planning and guardianship for families whose children have special needs, representation of small businesses, licensing issues, information technology company contracting, non-profit governance and advocacy training. Her government affairs practice has expanded to include trade associations and business interests.
Although she is a lifelong Longhorn football fan, Shannon received her undergraduate degree in business administration from St. Edward’s University in Austin, and her law degree from the University of Houston Law Center. Shannon has three wonderfully diverse children, was a band mom for twelve years and a PTA/Girl Scout/school volunteer for twenty. As a recently ‘liberated nester,’ Shannon is reinventing herself. She serves on the Board of Directors of, and as general counsel for, Healing Hands Community Doula Project, whose mission is to eliminate the negative birth outcome disparities that exist between Texas’ Black women and women of other cultures and ethnicities.
